Job Summary:
Under the
general supervision of the Township Supervisor, interprets, administers and
enforces the Township Zoning Ordinance. The Zoning Administrator (ZA) is
especially charged with the task of protecting the property rights of citizens
and preserving due process. The ZA assists the general public in reaching
solutions and compliance with the Zoning Ordinance. The ZA keeps abreast of
changes in zoning law and land use issues and advises key decision makers
accordingly.
Essential Job
Functions:
The following tasks are representative and are
not to be considered all-inclusive.
1. Performs
all duties of Zoning Administrator as provided by local ordinance and
state law.
2. Reviews
Land Use Applications (plot plans for building permits) and issues or
denies permits based on the information contained therein.
3. Reviews
and processes land division applications.
4. Investigates
zoning violations and pursues appropriate means of correction, which may
include documenting the violation, issuing civil infraction tickets,
cooperating with prosecution in preparing a case for court, and testifying
in court as may be required when non-litigious efforts fail.
5. Conducts
site inspections and issues compliance reports associated with liquor
license applications or other permit applications as might be requested by
the Board of Trustees.
6. Answers
questions posed by the general public regarding provisions of the Zoning
Ordinance and renders written opinions and determinations where
appropriate.
7. Facilitates
pre-application meetings with property owners and developers to educate
and advise on matters of process.
8. Attends
meetings of Highland Township Board and Commissions when directed by the
Planning Director or Township Supervisor, or as otherwise mandated by
state statute.
9. Facilitates
meetings of the Operations Mitigation Committee. Prepare agendas, prepares and maintain
minutes and records of correspondence.
10. Oversees
ZBA agenda and information packets.
Acts as staff support to the Zoning Board of Appeals by
investigating and presenting, requests for variances, interpretations,
nonconforming designations and maintaining necessary records. Attends meetings as requested when
authorized by the Township Supervisor.
11. Provides
the Supervisor with monthly reports on all permit and enforcement
activities.
12. Keeps
the Supervisor informed of local, state and federal laws or regulations
that affect Township Zoning functions.
13. Assists
in preparing departmental preliminary budget.
14. Assists
all departments with special needs.
Qualifications:
Knowledge
of:
· Standard office
support practices and procedures, including the use of standard office
equipment.
· Computer
applications related to the work, including word processing, spreadsheet, and
database applications.
· Proficient in
Microsoft Office or similar programs.
· Techniques for
providing a high level of customer service to the public and Township staff, in
person, over the telephone, and through electronic communication.
· Strong analytical
and problem-solving skills and strong attention to detail
· Safe work
practices.
Ability
to:
· Review and verify
the accuracy of data.
· Ability to work
independently and as part of a team.
· Provide discretion
and confidentiality for handling sensitive information.
· Work with moderate
noise level.

concise reports, correspondence, procedures, and other written materials.

· Establish and
maintain effective working relationships with employees and those contacted in
the course of work.
· Operate modern
office equipment including computers and supporting word processing,
spreadsheet, and database applications.
Education & Experience:
Bachelor’s degree in City
Planning, Public Administration or related field or minimum five years of
related experience and/or training or equivalent combination of education and
experience.
Additional Requirements: An
acceptable general background check to include a local and state criminal
history check and a valid driver’s license with an acceptable driving record.

Election Worker
In order to successfully run our elections, Highland hires a staff of paid workers to work at the polls. Precinct inspectors are people who are paid to assist voters at the polls on Election Day. A precinct inspector must be a registered voter of the State. They cannot be a challenger, candidate, member of a candidate's immediate family, or a member of the local Board of Canvassers.
